Allow data-manager API to be read only

Relates to account-data-manager#1 (closed), allows us to release the data-manager FaaS function without additional concerns about starting to populate the databases before we are ready for them.

Adds a setting to set the data manager internal API to read-only mode. This updates that API to be read-only by default. Environments have to explicitly configure the data manager API to allow write.
