GitLab will be upgraded on 17-March-2025 between 12:00 and 14:00. There may be small periods of service instability.
Only do the licensing (fetch, compare, limit and update) if --licensing is provided.
Will need scheduling changed to do this once a day (removing one of the times from existing schedule)
Leaving in DRAFT for now until bulk import has completed.
