Update gapuitil to retry on all errors

We are observing in production sporadic 400 errors when synchronising Lookup groups. Modify the retry logic in gapiutil to retry on all errors, not just 503.

I've updated the current sync job pipeline to make use of the branch from !9 (merged) to see if that fixes our issues.

has this made https://gitlab.developers.cam.ac.uk/uis/devops/gsuite/sync-deploy/-/jobs/132993 blow up (as the branch now does not exists after merging)?

Yup - I went and fixed the scheduled job once I saw this has been merged and kicked of a manual run. All is now good: https://gitlab.developers.cam.ac.uk/uis/devops/gsuite/sync-deploy/-/pipelines/38490.
