Increase cancel limit default, add limits for update/create too
Increases (apparently too small) cancel limit. Also, took the opportunity to put in caps for updates and creates (with similarly configurable overrides).
GitLab will be updated on 12-Feb-2026 between 12:00 and 14:00. There may be small periods of service instability.
