feat(prepare-your-system): add note about pre-commit

As noted in https://gitlab.developers.cam.ac.uk/uis/devops/infra/gitlab-project-factory/-/merge_requests/330#note_809913, we do not actually call out pre-commit as something we need to have installed. Add a section on installing it to our "prepare your system" guide.
