minimal mkdocs conversion

Dr Rich Wareham requested to merge mkdocs into master

Perform a minimal conversion of the Guidebook over to using mkdocs for rendering.

A preview of the new conversion is at https://guidebook.devops.uis.cam.ac.uk/en/mkdocs/ and should appear at https://guidebook.devops.uis.cam.ac.uk/ when this is merged.
