add documentation on service infrastructure for development

Dr Rich Wareham requested to merge issue-230-my-mrs-bring-all-the-products-to-the-yard into master

Document a "paved path" for bootstrapping new services in terms of what they need to add to team_data.json, gitlab=project-factory, gcp-product-factory and gitlab-runner-infrastructure.

Add a "checklist" howto to help you determine if your project is correctly configured.

Add a wider "explainer" document which covers how our service infrastructure configuration hangs together and some rules of thumb for use.
