Update Subject Moderation Interface repo URLs
A recent Gitlab tidy lead to the deprecation of the SMI and sync service repos.
Change the URLs to the new repos. (The new SMI URL is legacy-smi, which is confusing but correct.)
GitLab will be updated on 12-Feb-2026 between 12:00 and 14:00. There may be small periods of service instability.
