Update workflow and team culture section
Following a mini retrospective, @sdw37, @si202, @amc203 and @rjw57 noted that the following is something the team could do to improve:
- Our documentation can be lacking. Explicitly note that a MR can be rejected for poor documentation.
- During refinement sessions it is valuable for an individual to note that they do not know the context or technology being discussed and so an issue should be raised to document it.
- High-level concept documentation should be created ASAP for new cross-project technologies such as deployment.
- It is valuable for the team for individuals to be assertive and proactive in requesting people with knowledge write it down.
- GitLab issues need to be more verbose, both in terms of comments indicating progress/questions/etc and in terms of issue descriptions.
- GitLab issues which turn out to be larger than expected should be split into multiple issues and the original issue promoted to an epic as early as possible. Work proceeds on the first issue in the epic as if it were the original issue.
