Remove ucamwebauth

We are working on this issue. We had a problem with the tests in the pipeline. After debugging it, we have seen ucamwebauth has a dependency to PyOpenSSL which has no pinned version, so with the newer versions, they have removed some function. I have pinned it in my MR, and tests failed. I saw in tests, it is sending requests to https://test.legacy.raven.cam.ac.uk/auth/authenticate2.html which is not available. Hence, we have decided to remove ucamwebauth from automationcommon as Research Dashboard has no direct dependency to ucamwebauth but automationcommon has.
