Synchronises SMI with the EoIML

This tool implements a tool to synchronise a list of applications queried from SMI with the "Expression of Interest" Google spreadsheet (EoIML).

Note: The tool doesn't currently synchronise directly with CamSIS - only indirectly through SMI.
