Allow destinations to be customised per college

Extend the job specification to allow for per-college destinations for applicant folders. Update the sync logic to pre-sort applications by destination.

Since this functionality is focused on supporting the summer and adjustment pools, allow multiple application queries to be specified. The union of applications returned from these queries will be used as the source for applicant folders.
