Add deploy_synchronisation_integration pipeline job

Description

Add a pipeline job that allows us to deploy the synchronisation jobs image to Cloud Run in the integration environment.

Task list

• Add a new yml file defining the job under the gitlab-ci directory.

Acceptance criteria

1. It is possible to deploy a new image to the synchronisation-jobs Cloud Run instance.
