Draft: [aiohttp] Add a GitLab bot for deploying an application image

Once an MR gets merged into the default branch of an application repo, deploy bot updates the images configuration file in the corresponding deployment project and submits a new MR for that.

The bot is running with aiohttp which is a HTTP client/server and this version of docker-compose is intented mainly for development purposes.
