Sync applications against clickops-created dev teams

Update sync script to make use of clickops created teams within the Apigee X developer portal. We no longer create developer team users within the sync script, so we have to clickops create teams within the portal and update the mappings of team ids in this repo for any apps that are owned by that team to be created.

The output from plan looks ok to me - but I haven't applied this so I'm not certain about whether it will
