Create initial boilerplate for a FastAPI app

For testing, create the app using cookiecutter . and then follow the instructions in the app's readme to run it locally.

~~Marked as WIP as this relies on uis/devops/continuous-delivery/ci-templates!26 (merged), but is ready to review apart from this.~~
