Standardise on Apache 2 for clarity. (OK for Emacs config to be Apache2, FSF FAQ "If a library is released under the GPL...any software which uses it has to be under...a GPL-compatible license...because the software as it is actually run includes the library". So no need for GPL here, just when it's run)
