Make Octavia functional in Staging env

Paul Browne requested to merge staging_enable_octavia into arcus/train-production

Add configuration required for Octavia to function in Staging env

This includes amphora network, amphora flavor, security group & base image owning project

As a dedicated provider network is used to boot amphora onto, the bind of Octavia Health Manager is forced to this in the environment kolla/globals.yml

Staging env passwords.yml edited to align Octavia CA secrets
