Update CCLake rack S3048-ON ToR configs (U20) switches to support integrating DAC-E hosts into Arcus Ironic

For both U15 and U20 switches, we also remove access port configurations on VLANs 41 & 43 for ports that will now be owned by Neutron and NGS
