Disable power sync interval in nova_compute_ironic

Power sync interval is already disabled on the Ironic side, so the effect of this would be that if users or processes affect a power/shutdown change on a BM server outside of Nova, then Nova will not be informed of this change and the power state in the DB will not be correct.

Advantage in disabling this power sync interval is a substantial decrease in RPC traffic to Rabbit.
