Bump arcus/stein to stable/stein Kolla tag 8.0.3

Kolla and Kolla-Ansible forks rebased to latest stein/stable and patches carried forward.

Kayobe-Config repo merged with latest upstream and container tags bumped to Kolla tag 8.0.3

Minor fixes in Kayobe-Config:

  • Add ak2271 public key to system users
  • Fix Prometheus AM base system rules and Slack receiver
  • Decrease concurrency to S6010-ON switches until etcd locking can be investigated more
