Sync: Adds docker repo to kayobe-config

Will Szumski requested to merge sync/train/scientific-openstack into arcus/train-staging
  • Nice to have all repos in one place so you can configure all repos with: kayobe overcloud host configure -kt none -t dnf.
  • Removes nastiness around docker_yum_baseurl in kolla/globals.yml
