Draft: Enable AIO test for merge requests into staging branch

I was thinking of only enabling this for the staging branch. If all merge requests come via staging then we don't need to re-run it.

Cool, that was my thinking too really, it doesn't need to be enabled on production branch as well really if it's done in staging branch first.

Switching to local state is a significant change as the kayobe config uses terraform outputs from the remote state to access the AIO. Waiting on the outcome of: uis/devops/devhub/docs#334 (closed)

Unfortunately I've had absolutely no traction on that open issue, they just reschedule it into later sprints. Disappointing.

Damn, thanks for the update. Thought I'd give it another whirl as it had been a while and I can't see the ticket. Will try again when they've had a chance to look into it.
