Colour text in the local footer

It's often been commented on that text in the local footer isn't coloured correctly (as it seems to be expected that there will only ever be lists of links). People are often, however, including things such as postal addresses, which are rarely links.

As it stands, there's usual text colour is used, so in some themes it's hard to read:

This changes it so the same as the local footer heading colour:

I don't think the links in the footer are ideal anyhow (there's little to indicate that it's a link), but without reworking them I think this is the best option.
