Tidy up files

This PR tidies up the files a bit.

The first commit removes a page that is broken and not linked to from anywhere (so clearly was started and not finished).

The second removes the "modular" stylesheets that have always been out-of-date. (Head didn't modularise the components properly, and we've made changes to the main stylesheet which has made the problem worse.)
