disabling deletion buttons on allele creation table on genotype management page

changes of 'complementation' annotation rules
fields 'single_allele_only', 'single_locus_only', 'allow_annotation_transfer' and 'interaction_same_locus' to use true/false instead of 0/1

a) enable/show the allele creation table on the genotype management page (and instructions to hide/show the allele creation table on the genotype management page)
b) related changes to removed the requirement for 'expression' statement when creating alleles

Edit to disable the possibility to do CV annotations to aberrations

Changes allow extension_config.tsv to list several top terms for the same namespace (there are a few cases).

Update canto_deploy.yaml. Corrects fly anatomy ontology namespace. Allows transfer of annotations. Configures publication categories as well as the corresponding track reports.
