Hard-coded check of length of exported survey data as a basic check of ODK Briefcase for robustness (in particular for exports from Ethiopia). Currently, 2715 is an expected minimum for Ethiopia. Any small increases in coming weeks are unlikely to lead to not catching an incomplete export. This check is not important for SouthAsia data export which has been reliable. Because of the large data size, this 2715 limit is almost ineffective for South Asia anyway.

Update processing time for South Asia to match Ethiopia. Currently, Met Office scripts start at 9am.

adding script for re-jigging NAME files into .nc files in a format suitable for using with the era_met_data_extraction pipeline

Potentially a template for processing other EWS components too.

Changed logic on NAME processor plotting, to handle case where there is no plotting but still an upload to willow

- Direct call to perl script, instead of using preceding bash script to determine logfile, in perl directing with $logFH and $projectlogFH;
- logging and email of errors can happen before command-line options are parsed, with handleEarlyError();
- Mandatory command-line argument for config file, where required contents are checked;
- Optional arguments for emailing, uploading, downloading, verbose messaging, and running alternative date;
- alternative date is checked for consistent formatting and value;
- list of addresses to email can now be optionally provided in config file.
