Modified to run multiple config files for the same deposition region. Still an untidy method to handle parameters DiseaseName, RegionName and project name.

Initial commit. Currently only working for Nepal deposition and (partially for) Ethiopia environment v2.0

Potentially a template for processing other EWS components too.

Changed logic on NAME processor plotting, to handle case where there is no plotting but still an upload to willow

- Direct call to perl script, instead of using preceding bash script to determine logfile, in perl directing with $logFH and $projectlogFH;
- logging and email of errors can happen before command-line options are parsed, with handleEarlyError();
- Mandatory command-line argument for config file, where required contents are checked;
- Optional arguments for emailing, uploading, downloading, verbose messaging, and running alternative date;
- alternative date is checked for consistent formatting and value;
- list of addresses to email can now be optionally provided in config file.

Moved this coordinator project to a general directory, and project-specific work to their own directory.

Providing configuration on initial command line call. This is passed to *Cron.sh scripts which pass it on to *Processor.pl scripts. Example crontab lines provided for SouthAsia project. New ProjectConfig.pl files can be created by user.

More explicit check of previous ODK downloads for success. This way, warning message and maxLookbackDays don't just succeed at first useable SurveyData.csv file, instead they point to when the data was downloaded.
