Moved this coordinator project to a general directory, and project-specific work to their own directory.

Providing configuration on initial command line call. This is passed to *Cron.sh scripts which pass it on to *Processor.pl scripts. Example crontab lines provided for SouthAsia project. New ProjectConfig.pl files can be created by user.

More explicit check of previous ODK downloads for success. This way, warning message and maxLookbackDays don't just succeed at first useable SurveyData.csv file, instead they point to when the data was downloaded.

Survey processor generates warning file for re-used old database download, not just a warning email.

One package for R clustering was broken by plotting development. Temporary solution: it is provided in ewsmanager user home space and is provided by R_LIBS. Change in deposition may not be necessary. Intended long-term solution yet to be implemented: provide separate environment for R and its packages for each module of EWS.

Moved the csv files of manual removals and additions from coordinator directory to workspace directory

Corrected manual-entry survey data for July and August 2019 where stem and yellow rust data had been incorrectly switched.

Bugfix: maintainersAll list was being created incorrectly (thanks to an online perl example being wrong)

Bugfix: Handled edge case where runs could become stuck if FTP goes down before the time at which warnings start to be issued. Bugfix: Corrected calculation of data availability/warning times. Added more structure to the inProgressFile handling. TODO: Deal with TZ/UTC offset around midnight causing spurious warnings. TODO: Check warning emails are always successfully sent

Following input from MO, data could become available from 0800 (if there is an error), but actual output will be slightly later than previously configured values.
