This processor is put it a subdirectory called 'extra' because it is not part of the core products being generated at Cambridge. As such, it will not have substantial documentation or testing, until a time when it is made a core product, or superceded by work elsewhere.

removing three scripts and putting them into the ews-utils package for storage

changing the pythonpath for environemtnal_suitabiulity in the run processor script. Makes the package imports comparable to other modules. Note that I will also be changing the classpath defined in met_extractor/configs/template_operational_config.json in the run config json files
