changing the pythonpath for environemtnal_suitabiulity in the run processor script. Makes the package imports comparable to other modules. Note that I will also be changing the classpath defined in met_extractor/configs/template_operational_config.json in the run config json files

adding a temporary extra path to the CI pythonpath so it works with the env_suit production config. Need to change the production paths next week

modifying the import function of processor_factory. Also modifying the en suit test json config to more fully specify the package name of the timepoint processor
