add RSAT bitlockertools package

Dr Adam Thorn requested to merge add_rsat_bitlockertools into master

With this installed, the ADUC GUI can also be used to show bitlocker recovery passwords.

I'm not sure the package does much useful if ADUC is not available, which is why I've made this package depend upon the package which enables the various AD-management tools which include ADUC.
