Event col

As part of the Cyber Essentials agreement Maths needs to show they collect Windows Event logs. This package runs on one of our RDS server, RDSCO.

Note, I've not run extractwpkg.sh on the existing Chem xml file for JRE8 yet so this commit contains no history. In fact, can I run extractwpkg.sh from Maths on a Chem package, I think I can, not sure??

I think there's no reason you couldn't have done the extractwpkg thing, but in practice the history on the chem package is just "go from version X to Y to Z" so nothing of importance will be lost by starting anew with this package.
