esa_snap: bump version to ensure shortcuts are installed for all users

NB the "real" change here is in the response file (varfile) on the deploy share, where I set

sys.programGroupAllUsers$Boolean=true

It was previously 'false', so shortcuts were installed in the user profile rather than system-wide.
