It looks like previously we were creating an msi for ourselves, but
there are now MSIs available direcly from the project's github repo so
we should use those instead.

NB just releasing the nocuda version for now, but chosing a name that
means we can also add the cuda version if it is useful.

Inside docker, the installer fails with

CustomAction +PrismSearchPlugin.dll.x64 returned actual error code
-2147024770 (note this may not be 100% accurate if translation happened
    inside sandbox)

but the installation is confirmed to behave correctly outside of docker.

CI is failing with generic 1603 error

This changed when they rebranded the package from "Mathematica" to
"Wolfram". I suspect I stuck with a more generic pattern when it wasn't
yet clear what the new naming conventions were going to be.
