Custom token generation generates URL too

When generating a custom token one normally wants to incorporate it into a URL and give that to the owner of the form concerned. This updates that view to show the most likely URL that uses the token: for a 'form' token generate a navigation URL, for safety checklist tokens generate the URL for the view that uses that token.
