List text in local footer regions do not have sufficient contrast to meet accessibility regulations

This applies in the local footer region (class campl-local-footer). Unsure if this only applies to certain Project Light colour schemes or all of them - I suspect all.

Some styling needs to be created to handle this use case. The contrast of the text colour to the background must match the WCAG 2.1 AA guidelines of at least 4.5:1 (use this to check colours - https://webaim.org/resources/contrastchecker/
