Left-hand menu block not set up correctly

A setting is wrong somewhere in the left-hand menu initially. Pages don't appear when they have children.

For example, I'm on the page 'Foo' which has a child 'Bar':

This is fixed by simply resaving the menu block (not changing any values), which gives the expected:
