Add profile Roles

I would like to propose an initial start of 3 roles to be changed/determined by Content team etc later in the process. This is so we can start to explore editor experiences.

1. Cambridge admin - this would be a level under Administrator, ie a member of content team etc who would be able to access metatag, google tag settings and global cambridge menu settings.
2. Site admin - this would be the level under Cambridge admin, ie a high level member of the owners team of the site, able to add users, content, menus etc
3. Editor - this would be the lowest level, ie content editors able to edit content and menus.

@jag212 @bs461 Might be worth us starting to consider these options to build in - subject to change.
