Since many files under `template/` are, well, templates it follows that
they may not actually parse successfully as files containing
dependencies.

The `template/.pre-commit-config.yaml` file is different in that it is
not templated and so renovate can and should update it. Otherwise we
have MRs like !148 which are forced to whack-a-mole updates.
