feat: make use of shared renovate configuration for all projects

Rather than copy-pasting custom renovate configuration between all
projects, reference a shared copy in the renovate-config project.

Downstream projects can still extend this configuration with any local
changes if necessary but this reduces the amount of copy-pasting of
files between projects.
