Update Django to 4.2 LTS

Django 3.X LTS ends mainstream support in Apr 2024. Boiler plate has already been updated to 4.2, but there are still project that are running 3.x.

We should use the Secure -> Dep List to identify projects using 3.x and ask the appropriate owner to update their dependencies.
