Replace README content with link to Guidebook

A lot of the README, including the developer quickstart can be replaced with a link to https://guidebook.devops.uis.cam.ac.uk/en/latest/notes/webapp-dev-environment/. Linking to the guidebook means that we can centralise fixes to the developer environment documentation.
