Resolves "Automate the import of pool outcomes into SMI from the PMOSs"
Note that the issue's description of the required behaviour is a little out of date as the logic of what to set the pool outcome status to is now encoded in the sheet itself. Thus the export job simply creates new pool outcomes if it sees changes in columns:
- Pool Outcome
- Offer College
- Year of Entry Change
- Course Change
- Interview College 1
- Interview College 2
Also note that the blanks in the "Offer College", "Year of Entry Change", and "Course Change" columns are assumed to be collegePreference, admitYear, and subject in the application, respectively.
