Update Cookie Banner default preferences to improve analytics collection

As a dev, 
I would like the cookie banner's marketing preferences checkbox 
to be pre-selected by default 
to enhance user opt-in rates 
and increase the collection of useful analytics 

Background

Currently, the cookie banner has all optional preference checkboxes unchecked by default. This design results in most users not opting into optional cookies, including marketing preferences. Consequently, we collect fewer analytics, such as Google Analytics data, which hinders our ability to analyze user behavior effectively.

Acceptance Criteria

• Update the marketing preferences checkbox to be pre-selected (checked) by default when the cookie banner is displayed.
• Validate that users can still manually uncheck the marketing preferences checkbox to opt out.
