[move to new repo] Package card api terraform into reusable and updatable component

Description

In order to provide a paved path/road for front end reporting for all projects, extract card api terraform into a module

Acceptance criteria

• Other Wilson/DevOps can use
• Means to update code in the future in an automated fashion
• Refactor deploy-identity to use this module
• Documentation walks user through full process including library usage from:
  • Start - bare GCP bootstrap repo
  • To finish - can see logs in GCP
  • And update procedure
