Display the version of logan currently running

To ensure people are aware of which version of logan is installed locally,

• Add the version number to the -h and --help output of logan
• Add new option of --version (-v) to output the version number
• The version is already recorded in https://gitlab.developers.cam.ac.uk/uis/devops/tools/logan/-/blob/master/setup.py
