Oncosts: "freeze" scale point column to improve mobile ux

When viewing on mobile, you have to scroll right in order to see all the data. It would be helpful therefore, to freeze the "Scale point" column on the left-hand side, so that it is still visible when looking at the figures on the RHS of the table.
