Investigate removing AWS account and infra

Description

We believe that we are no longer surfacing ROO Contacts data in RD, which would suggest that this code and AWS infra is no longer needed. We should confirm this and plan the removal of anything no longer needed.

Task list

Acceptance criteria

• We have a list of all AWS infra elements which exist in the AWS account.
• We know which other teams control any APIs called by code in the AWS account.
• We know which elements of infra need to be kept (if any) and which can be deleted.
• We have a plan for the order of deletion, e.g. removal of code from the RD webapp followed by deletion of the whole AWS account etc.
• We have a plan for moving any required tech to the unified DevOps platform where appropriate.
• We have a plan for making any required tech which can't be moved to the unified DevOps platform SMP compliant.
• If agreed on the conclusions below, then the changes (deleting infrastructure, closing AWS account and updating this repository's README and archiving) have been carried out
