Expose a frontend to the data in this API to replace existing "On Cost" frontend

The DevOps Drupal team currently maintains a separate "On Cost" tool which publicly displays the information about total costs of each salary spine based on pension contribution type. This tool takes significant maintenance by the Drupal team, and may not be able to be maintained within the new Web Platform. The information exposed within the Drupal-based tool is largely the same as the data exposed by this API.

We should refine the needs for a frontend backed by this API, which can be used to replace the API exposed under this project.

We'll use this as a one week spike to bootstrap a new boilerplate web application which makes use of the data contained within ucamstaffoncosts and exposes a frontend similar to the existing On Cost tool.
